David, In my experience only two European network operators offer a Message waiting tone to the subscriber when a message has been received. These are France Telecom and Telecom Italia. For FranceTelecom this is a cadenced 330 Hz +440 Hz tone combination. For Telecom Italia this is a cadenced dial tone (425 Hz).
For CLASS services both Bellcore TR-NWT-001401, September 93, and the European specification prETS 300 659-1 include a special Message Waiting Indicator message type (identical in both standards). This message type contains a Visual Indicator parameter to enable the CPE to switch on/off a visual indicator on the CPE. I am not aware that any network operator in Europe is implementing CLASS Message Waiting Indicator at the moment. ...............................................
