There are some advice in the TRAC  document "Guidelines on the
Application of CTRs, NETs and National Standards to Products for
Approval under Directive 91/263/EEC", the full document (trac_gl.pdf)
can be downloaded from www.trac.org.uk. The following text is quoted
from the above mentioned document:

"Parallel Equipment, ie equipment (eg line monitoring equipment)
intended only for connection in parallel with terminal equipment, shall
not cause a terminal equipment to fail its requirements when connected
in parallel. Parallel Equipment shall be tested by testing the
combination of the Parallel Equipment and one terminal equipment. Only
those parts of the relevant Public Network Access Requirement shall be
tested
that are likely to be affected by the parallel equipment. Test Equipment
shall meet those parts of the relevant Public Network Access Requirement
that are relevant
to the functioning of the test equipment. Parts of the relevant Public
Network Access Requirement that implement Article 4f shall not apply.
Parallel Equipment and Test Equipment shall be marked in the same way as
terminal equipment."
