I never said "telecomms" that being a British instigated abuse of good american
language,
perpetrated on an unsuspecting European community.

In North America, when we talk about telecom requirements, we are speaking about
those requirements that need to be met, to prevent harm to the public telephone
networks.

Ergo, whether or not something works as it should, is not the issue.  The only
issue is
whether a device could cause damage to the public network, could deprive the
public
network operators of their due revenue, or could deteriorate the quality of
service of third parties. (Stated in its most simplistic form).

Anything else, is considered "performance" and is not regulated.  That is a
"caveat emptor"
issue.

No rocket science, no magick, no martial arts.
