I have a client with a Spread Spectrum transceiver, RFID.  It has FCC on it
(just recently) and passed very close to the 1 watt limit.  Now the client
wishes to go to Europe in the 2.4-2.5 Ghz range.  The standard is ETSI 300-328,
but it apparently allows for only 100 milliwatts of output, maximum.  This power
level renders the product all but useless.  
Is there a way that we can increase power output and still be legal, either by
switching frequencies or by virtue of some exception to the requirements?

Any other creative methods are welcome.
