My understanding is that TBR21 will not be modified any further before 
approval.   The specification could be modified forever and eventually 
such modifications were seen as an excuse for inaction.   Instead 
National Deviations which are advisory only are being suggested for 
Portugal & Switzerland.

However I understand that agreement was still not reached at a meeting 
at the end of February.   I believe the Commission is looking at ways to 
force this CTR through possibly by use of MOUs (Memorandums of 
Understanding).
