BABT recently issued the following statement to their accredited test houses:

"The final draft of prTBR21 was published by ETSI in June 1996 and subsequently
failed the ETSI voting procedures. In some countries the final draft has now
been adopted for national approval of PSTN non voice terminal equipment. BABT
had not rushed into doing this as NTR3 was already in place, containing fewer
requirements than prTBR21. However, there is now pressure from our clients for
this to be done, and BABT now announces the use of prTBR21 (final draft) for
national approvals. This is not mandatory and is offered as an alternative to
NTR3, NET4 or BS6305 and their associated standards."

"BABT will issue Type Examination Certificates showing prTBR21 as the standard
in cases where compliance is achieved. However full compliance with prTBR21
would overstate the UK essential requirements, so in cases where the essential
requirements are met and given compliance with most aspects of prTBR21, then
BABT would still be willing to complete Type Examination and Administrative
Approval."
