Dave,

EURO 1 has to do with imports into Europe.  It is a certification that will 
allow the holder to be eligible for discounts on duties impossed on goods 
shipped in to a particular country.  There are lots of things involved but 
basically boils down to whether or not a company has manufacturing or sources 
most of its components in Europe.  Call any customs authority in any Europeand 
country and they can give you details.
