New Zealand PRI over E1 requirements

        I am looking to obtain information regarding PRI over E1 approval 
     requirements in New Zealand.  I have been told that iCTR4 Layers 1 and 
     2 are accepted and Layer 3 testing must be performed by Telecom New 
     Zealand or possibly other labs within New Zealand regardless of Austel 
     TS014 compliance.  Can anyone shed some light on this subject 
     including:
     
        1.)  Actual requirements if iCTR4 and TS014 approvals are already   
                done
     
        2.)  Recommended test labs in NZ
     
        3.)  $$
     
        Any and all input would be greatly appreciated.
