The term "harmonize" is regulalry abused.  The closest you can come to a
definition is
that you try and make things compatible.  If you try and make compatible the
standards 
of different infrastructures, the closest you can come to it is by listing all
the features 
that are common for all the infrastructures and than provide exeptions for the
features that
are not common.

In the days that we had AT&T, UNITED, GT&E, CONTINENTAL etc. etc. networks in
North
America, they all were different.  Those of us involved in writing the standards
for that era
are very much aware of those differences.  We somehow accommodated them in the
standards we wrote and over time, persuaded the operators of those networks to
converge
on a set of common requirements.  

We started about 15 years earlier than the Europeans, so give them a break.
