Hi Joe, 

GR-63 says 12 inches deep max.  You can't have 
equipment going back the full depth of a rack. 
Otherwise, cables couldn't be installed and 
air circulation within the rack would be 
severely limited.  Someone somewhere within 
Bell said, "then let it be 12 inches deep".  

Also, don't take the width as absolute, either. 
There's also a 23 inch width rack out there. 
Ignoring this fact can lead to tainted marketing 
careers, lag on sales, bull headed high level 
meetings to find any scapegoat, public flogging, 
and of course dissatisfied customers.
