Hi Joe, GR-63 says 12 inches deep max. You can't have equipment going back the full depth of a rack. Otherwise, cables couldn't be installed and air circulation within the rack would be severely limited. Someone somewhere within Bell said, "then let it be 12 inches deep".
Also, don't take the width as absolute, either. There's also a 23 inch width rack out there.
