Hi Pam, 1) If you are not connecting to the public network, and not selling to the carrier (so that your equipment becomes part of the public network) I would expect your legal obligations to be LVD (electrical safety) and EMC; I would also expect that you'd need to affix the special mark that says "not for connection to the public network" (I don't think I dreamed that one up).
