Lars, even telephone equipment that is connected to PBX only has to be approved in the European countries.
There is no electrical contact to the Public Network but in any case there is a 'logical' one. For example: -modems have to release the line after a specified time when the carrier is lost -handsets have to indicate incoming calls within a specified time after presentation of the ringing voltage -dial timing (depends on the PBX) and so on ..
