Karl, I suffer from the same problem you do, neither English or French is my native language and I have to suffer the imprecision of these languages on a daily basis. My comments may be sardonic but are never intended to hostile.
The intent of my somewhat obtuse message was to indicate that while my friends at Telefication are certainly authorities and a notified body, the ultimate Dutch Authority is the Telecommunications and Post Department of the Dutch Ministry of Transport and Public Works, in The Hague. Notified Bodies are indeed "Approvals Authorities" under the control of some ultimate Authority in each members state. Hope that clarifies the intent. Part of the problem is the use of British English in the Directives, a language that has not yet reached the clarity that American English has achieved under various progressive influences.
