Kevin, ISDN is regulated in Canada and you can find that and other regulatory requirements in the Canadian Regulatory standard, CS-03.
It can be bought or it can downloaded, for free, but in the latter case you'd better have an ISDN connection or a good deal of idle time. (It is quite a tome). The US requirements are virtually identical.
