I would like to thank everyone for their comments for the question below.
It was quite a discussion.
I never got around to voice my biased opinion however, so.................

Coming on board with regulatory department @ NORTEL was an eye opener with 
respect to the vast amount of information & experience one needed to 
successfully maintain the role of a regulatory compliance tech or engineer.
Therefore the answer to my own question is YES.  If the technical institute 
that I attended offered any instruction involving regulatory compliance, it 
would have made my grueling first two months in the department a little easier, 
thus benefiting my employer as well.

I would like to ask everyone's opinion on the following subject:

Do you believe that there is a need for students, who are in technical 
institutions & Universities, to participate,  in a course designed towards 
achieving a good working knowledge of regulatory compliance standards as part 
of their cirriculum.
i.e:
Safety (i.e IEC 950, EN60950, etc.),
EMC (CISPR 22, AS/NZS 3548, etc.), &
Network Protection (FCC part 68, IC CS03,etc.)
