The equipment you speak of is normally owned and operated by Telephone Companies. If the telephone company is a "common carrier", the only approval you need is that of your client. These days however, there are any number of service providers who are NOT common carriers. If that is the case with your customer (and you may not know before you sell) the equipment must be shown not to cause harm to the network, must not cause electromagnetic interference with other equipment and must be shown to be safe.
