The recognized NCBs for every participating country are listed in the back of most CB Bulletins, along with contact information. Neither Taiwan or Hong Kong have a listed NCB as neither requires "official" safety approvals to my knowledge.
Taiwan only requires EMC approval via BCIQ. It is not clear yet whether products approved by SACI/CCIB in the PRC will automatically be accepted in Hong Kong.
