The sad thing with the TBR21 serial is that most of the political and   
controversial stuff is now in fact IN the foreword.........

The "Foreword" (often misconstrued as the "Forward") of any standard,
anywhere,
is never "Part of the Standard".  The only thing that is "Part of the
Standard", are those technical requirements couched in "shall statements"
and "Normative Annexes".  Notes, footnotes, etc., all are NOT  "Part of   
the
Standard".
