I have seen the FCC give permission for the "label" to be attached to a
cable.  The specific instance was a PC Card (PCMCIA) modem, which had a
proprietary connector on the end, so the special cable it was bundled with
had to be used with it.  A tag was *securely* attached with heavy plastic
to the cable, and the tag had the product information for the modem,
including Canadian & FCC labels.
