Doug, My guess would be it is the manufacturer and not the FDA or FCC. Microwave ovens are under 21 CFR 1030.xx, right next to 21 CFR 1040.xx (this being FDA territory). I am familiar with this as 1040.xx is Performance Standard for Light Emitting Products (i.e. lasers). Microwave ovens are radiating devices as well and are covered by the same chapter and verse. I could find no reference to the quoted words in 21 CFR 1000-1030. And the CFR's are usually pretty good about the language that must be included in manuals, etc. True, manufacturers are required to be able to track to dealers, distributors or first users in case of recalls. It seems this manufacturer wants to keep that up longer, perhaps for extra due diligence or perhaps for marketing reasons. If anyone else finds this in the CFR's, I would like to hear about it.
