Earlier this year I spoke with TUV Rheinland about the same problem, and
they
were helpful.  I don't know what your equipment is, but one way it
breaks down
is whether the equipment is office or industrial. If its office
equipment
it probably requires a Great Wall mark, independent of whether it is CE
or not.
I believe the Great Wall Mark is a safety mark, and is not concerned
with EMC.
