Yes. It is called the CEN/CENELEC/ETSI Bulletin. It is published by in
Europe and does exactly what you require.

Does anyone have a service or a publication that reviews the OJ and informs
you of specific types of standards being published, i.e. EMC, safety,
telecom? We are interested in a source that is timely and accurate.
Currently, we are dealing with a "standards" company. They are not
delivering information as promised.
