HP does not guarantee compliance of 'pre-compliance' spectrum analyzers with CISPR Publications 16-1 and 16-2.
If your calibration house determines compliance of your 'pre-compliance' system with ALL applicable mandatory specs in CISPR 16-1 and -2, I would be curious to hear arguments against its use for final compliance measurements.
