IEC Committee of Action, New Delhi, took the following decisions today (21 
Oct) in respect of harmonics and the USNC protest on handling issues raised 
by TC74. They are quoted verbatim, although the square bracket context bits 
are mine.

FEI members have received a commentary on these decisions, but it is not 
suitable for repetition in this public forum.

Decision CA/Delhi 2/97 [in the context of actions arising from the previous 
minutes (Geneva, Feb97)]

The Committee of Action requests ACEC to convene a special ad hoc working 
group for defining emission limits in the field of consumer and professional 
electronic products with representatives from TC77, TC74 and other concerned 
product committees. ACEC is urged to report its conclusions to the Committee 
of Action at its February 1998 meeting.

In the meantime, the limits defined by TC74 shall be used in any interim 
documentation.

Decision CA/Delhi 3/97 [concerning the US protest on handling of issues 
raised by TC74]

The Committee of Action confirms, in accordance with Guide 108, that TC77 
and CISPR are responsible for defining emission limits for application by 
all product TC/SC and that ACEC is responsible for ensuring coordination 
between these TCs/SCs and the horizontal EMC committees, TC77 and CISPR.

Where these parameters cannot be accepted for a specific application after 
negotiation in CISPR, TC77 and ACEC if necessary, including the possibility 
of a transitional period, then the product TC/SC concerned will present its 
case for decision by the Committee of Action.
