Primary Rate not strictly compatible with Euro ISDN since it uses T1 at the physical layer. As a practical thing, a CTR4 (Euro) layer 2 and 3 will work just fine but you need to review your implementation against the spec on their web site. I don't have any first hand experience with BRI but you can get everything you need from the spec.
