If you call an RF transmitter a measurment tool, then yes, you would
need a licence to operate one in the UK, if operating outside the "free
radiation" frequencies of ISM equipment where there are no restictions.
(As before, UK situation... might be different elsewhere).

Personal opinion:
An RF signal generator on its own would probably not count as a
transmitter. But add an RF amplifier and an antenna and use it outside a
shielded enclosure and you should be applying for a licence.

Which countries require a licence to operate a receiver?
