I did a search on the web and found two things: 

(1)     Quaternary ammonium salts are used as rust 
        inhibitors for steel/concrete constructions. 
        One of the ways this stuff is applied within 
        an existing structure is to use an electric 
        field to make it electromigrate within. 

(2)     Goto  http://www.rawspace.com/faradnet/ 
        and possibly ask them. Apparently from their 
        website they have done some research into this. 

Is it possible that Q4 caps are susceptible 
to some sort of electromigration?
