On CO FIres: I was present at an AT&T NDR presentation in Harrisburg, PA last year and was quite impressed with the disaster recovery for the national, interstate system.
The executives present said the same teams were available, upon federal and State request, to aid with local switching crisises. The implication being that mere "commercial" loss may not be sufficient to pull teams off l.d. to local switching.
