The following information is being provided to US laboratories that have
asked questions about BCIQ.  The information below was compiled with the
cooperation of David McNeill, Commercial Officer, American Institute in
Taiwan

The Bureau of Commodity Inspection & Quarantine (BCIQ) of the Ministry
of
Economic Affairs has promulgated an EMC Regulation.

1.  BCIQ has a description of the EMC Regulation and the certification
      policy on their website at <http://www.moeabciq.gov.tw/> (click on
      English Version and then on EMC Regulations).  The website has
      the following topics:

2.  At present, BCIQ has certified more than 40 U.S. laboratories.
While
     the list of U.S. laboratories is not currently on the web site, a
copy of the
     list is available from BCIQ.

3.  At present, BCIQ does not recognize CNLA to perform accreditations
of
     EMC testing laboratories.  Consequently, the APLAC Mutual
Recognition
     Arrangement  signed in November 1997 does not exempt suppliers
     from having product testing performed either through BCIQ or other
      certified laboratories - such as the laboratories presently
certified in
      the U.S.

4.  Regarding authorization for U.S. laboratories to perform EMC testing
on
products made/assembled outside the U.S., according to BCIQ, the EMC
Regulations make only one reference "This type approval is acceptable
only
for U.S. companies' products".  BCIQ says that their policy is to allow
the
U.S. laboratories to perform testing on products characterized by U.S.
companies
as "their own" - regardless of place of assembly.
