Recently I reveiwed the list of harmonised standards (published by DG 
III) for use in relation to the EMC Directive 89/336/EEC. I was 
surprised to find that this list contained no ETSI standards - all 
CENELEC.

I understood that ETSI standards, due to the participation of EU member 
states in their drafting and their only being produced under mandate 
from the Commission, were also harmonised standards. ETS 300-386-2 is a 
product standard relating to EMC criteria for Telecomms Network 
Equipment and is the most relevant standard to our equipment (Digital 
Cross Connect and Transmission Equipment in general).

Can/must this spec be used as the basis for making a Declaration of 
Conformity with the Directive ?
