Question pertaining to the hierarchy of ETSI standards vs. CTRs and
TBRs:

If TBR4 is available, does it therefore take precendence over the
earlier CTR4 (and I-CTR4)?  And what about the trail of ETSI standards
leading up to the CTR / TBR?  For instance, in the case of TBR4, under
the heading "PRIMARY", the ETSI catalog lists about 22 various ETS 300
series documents, including TBR4: we have ETS 300 011, -1, -2, -3, and
also ETS 300 046-1, -2, -3, -4, -5, and also ETS 300 102-1, -2, and ETS
300 156, and so on... are ALL of these needed to properly design and
test one's product?   

Can one assume all of these individual ETSI standards are now
included by the TBR4 document, or do you need them all to stay afloat?
