I'll give just a few more points concerning the FCC surge testing on an 
ISDN S/T device.  As stated already, IC does require surges on ST 
devices.  However, the FCC also requires surges on S/T equipment to 
cover its use in a campus invironment (the sharing of one host 
equipment by several building that communicate via S/T cards.)  In this 
situation the S/T card is not isolated by an U interface therefore 
the surge tests are applicable.  This issue was addressed by TIA 
TR41.9 members which recommended that surge testing be done to cover this 
situation.
