Free enterprise in Argentina had different companies doing different
things.

20 years ago, an AT&T phone, a GTE phone, a Stromberg-Carlson phone, a
North Electric phone  etc., etc. all had different characteristics.  It
took us 10 years to get truly compatible transmission characteristics.  The
"mini plug" still is a Western Electric patented device and not all Telcos
supported it.

In Europe, you need an extra suitcase for the plugs if you travel with your
laptop,
for much the same reasons.  Unless some government regulates on this issue
or unless it becomes commercially unviable to have differences, there will
be differences.
