outdoors or in building spaces used exclusively for such
installations.

Doug,
being a good Canadian these days, rather than a good Californian, I
don't
have a copy of the National Electrical Code. However, in it is a
section
60 (or 600 ?) that says that Public Utilities are exempted.
I believe that most Telcos are state-regulated, not federally regulated,
hence state-law covers them, not federal law. Most state laws refer to
the
National Electrical Code.
I am not an attorney at law, but that is what attorneys have explained
to
me.
