DS3 Standard/Testing/Certification in European Countries

Hi all tregers,

I am looking for some answers on DS3(E3), please provide 
the answer to the following questions. Thanks in advance. 

1)      Requirements for DS3 Certification in:
        a)      Holland
        b)      Any other European country that has DS3 access, 
                or will have access in future.

2)      Any standards available or approvals required for DS3 
        connection to:

        a) On customer own fiber
        b) To a telecom customer
