There are standards for LANs, but those standards are voluntary standards
and are not mandated regulatory requirements.   If you want your equipment
to work, it is a good idea to comply with those standards.  In Canada and
the USA, it is not a requirement that equipment be capable of performing
the functions it was bought for, it is only required, not to harm the
Public Network. 

There are mandatory technical regulations for equipment that connects to
"Public Networks" as operated by the Telephone companies.  So, a LAN router
that connects to a Public Network will have to comply with the requirements
for EQUIPMENT that connects to Public Networks.  Those requirements are
contained in Part 68 of the FCC Rules and regulations, for the USA and in
CS-03 for Canada.
