In a recent TREG message, Andrea Bishop said in part:

Maybe I'm missing something, but I wonder if this is a lot more significant than it may appear at first! I realize that the reality of CTR-21 is a major sea change in the telecom regulatory landscape of Europe, but last I heard the analog telephone networks there were still as different as they have ever been. CTR-21 includes only "essential requirements" - Am I correct? So I infer that TE performance (or even functionality) is an entirely different matter. In other words, CTR-21 will become necessary, but probably will never be sufficient. 'Tis a wonderful thing, to be sure, but also a bit of a two-edged sword?
