 I too have gone through such an experience in past lifes with SASO just as 
Phil 
 described. As I recall, the SASO form was most insistent on being stamped & 
 signed only by the local Chamber of Commerce. From what I remember, it's a 
 fairly simple process to complete the form.
 
 Also, I used to reside in a neighboring community from Cortland and find it 
 hard to believe that SASO would establish a field office there, unless they're 
 somehow sync'd up with ETL there somehow. Maybe someone could shed some light 
 on this.

Hello Pete,
  I have done SASO certification in the past.  At that time they would
accept European Certification for Safety, EMI and Immunity.  What they did 
require is, if you have a field service rep in the country or customer 
service they need to get some blank SASO certificates.  Once you get the 
SASO certificates you need to fill them out referencing your product testing 
have them stamped by your local Chamber of Commerce, sign them and send them 
back to your contact for submittal.  You then will get the original sent 
back to you with the Royal seal on it.  You then have to send a copy with 
each shipment to Saudi.
I went through these steps for several years while I worked for ATT.
