Peter I've got an electronic copy (Adobe PDF) of the OJ CTR21 publication which I can email to you (or anybody else) if you want it. (I've not attached it to this email since there has been opposition in TREG to the posting of attachments on previous occasions. If enough people ask me for this then I'll post it to TREG.) This document calls up the TBR21 ETSI standard which is what you should really be asking for. A CTR is a Common Technical Regulation which is based on a TBR or Technical Basis for Regulation. The TBR's are the technical standards and are prepared by ETSI as a basis for regulation. The powers that be in Brussels make the decisions regarding CTR's based on TBR's and may impose additional requirements on top of those contained in the TBR (CTR21 is a good example of this). TBR's can be obtained from ETSI http://www.etsi.fr or any good standards body.
