The SSA's proposal "Proposed Policy for Harmonics Limits for Information
Technology Equipment to be Acquired by the Social Security Administration"

According to the person in the SSA that I spoke with, this proposal was
initiated when an electrician found "hot" neutrals in the National
Computing Center (a large building full of computers, somewhere in the
Washington DC area). They have had little response to their proposal.
A short article on this subject can be found in Int'l Product Safety News,
Vol. 11 No. 3 (May-June 1998). If you, or anyone else, would like a copy
of this article, please furnish me with your full contact info and I'll
mail a copy to you.
