I won't complicate my answer by getting into the lengthy details around the issues involved here so in a nutshell here goes.
1) EMI for China for ITE-GB9254-derived from CISPR 22 but it is not CISPR 22. Applies to only some equipment and not to others on a voluntary basis. Suggest treat it as must do unless Chinese authority says not needed. 2) Safety for China for ITE-GB4943-derived from IEC 950 but is not IEC 950. Applies to a whole range of equipment falling under different authorities and rules for compliance. The actual means of getting approval are both complicated and not always consistent.
