Subject: GSM test equipment and Test IMEI - Network Operators

TREG,

I'm looking into the requirements for a mobile GSM test Set, which
connects to the network via a non-standard GSM Handset, which is OEM'd.
The basic model is type approved, but the test version has different
firmware loaded.

I've heard that there is a process where a Test IMEI can be obtained,
this would require the vendor to load this new identity into the
handset. The volumes are too low to justify a new type approval.

Our vendor insists that no approval is required and no test IMEI is
needed. Three ar two reasons for this:

        1. Our customers are network operators and they don't care.

        2. They supply the same handset to their own customers who use 
        it without a Test IMEI.

Does anyone have any relevant experience they could share with me, or
are you a Network Operator what exactly do you expect of test GSM
handsets?
