A BT3 refers to the impedance reference network per NZ Telecom PTC 200.  It
is a complex network of 370 ohms in series with parallel components of 620
ohms & 310 nF.

        Does anyone know what BT3 is?  A client in New Zealand says it is a
        standard(?) he must meet.  Something to do with line impedance for
