Victor is correct in the sense that the Russian homologation testing can
only be done in Russia. When looking at the overall liability of certain
routes to compliance in Russia, it is a good idea to make sure that you are
aware of the current cultural and political climate within Russia. You may
have found information that made you scratch your head and say "Wait a
minute, he's the minister of communications... how can he be operating an
approval agency?". Currently, conflict of interest is not a recognized
policy.

Having a GOSTR for safety in order to facilitate a smooth homologation
process is recommended. By doing so you may reduce some costs which would
not have been apparent otherwise. TUV Telecom and TUV Rheinland have
aliances within Russia and the former East Bloc countries which have
streamlined some of the usual difficulties out of the "normal" process of
receiving approvals.

To the best of my knowledge there is no single specification for all of
Russia.
Different regionas use different systems.  That is why they insist
on testing your stuff in a Leningrad laboratory that will also advise you
on what is wrong.  I assume that is at a price.
