Dear Bill,

Reinforced or Double Insulation is only required between the 
primary hazardous voltage circuits (mains) and the E1 interface 
(TNV-1). 3kV is typical but the dielectric strength value is based on 
the measured voltage between the primary and secondary circuits. 
You must also meet the required clearances and creepages 
(spacings) which are also based on the voltage measurements, the 
Installation Category and Pollution Degree. Also, the insulation 
must meet the distance through insulation requirements as 
specified in the standard. UL1950 and EN 60 950 specifies the 
required values.
