Bob, The Brazilian standard is 001 and the approval is through ANATEL(They have a web site). The standard is similar to FCC Part 68 but not totally identical and has some tighter parameters so that if you were marginal to Part 68 you may have problems. On the other hand in some cases a Part 68 report may be used for the Brazilian approval. There is no charge for an approval through Anatel and there appears to be no requirement that the testing be done in Brazil for analog products. There are some issues on residency.
Mexican approval is covered in NOM-151 and this standard is more European in its requirements. You may find this NOM on the COFETEL web site along with a lot of useful information(in Spanish and in many cases in English).
