You got Maastricht right this time.

Question.  My understanding was that all along, Member States were
instructed to
transpose the Directives into National Law.  I thought that still was the
case and
that the difference after Maastricht was that if a Member State failed to
transpose
a Directive, or did so incorrectly, the Directive governed ?

Would appreciate your view.
