For questions like this, I usually look in the Panel Components 
catalog.  According to them the International Electrotechnical 
Commission (IEC) and the European Committee for Electrotechnical 
Standardization (CENELEC) develop standards for products powered by 
electricity.  These folks publish recommendations which European 
countries frequently adopt.  If you have further questions, you may
