This one does open up in my Compuserve system. My trouble is with the new ones that are entitled "UNTITLED.BIN" which I can't open.
The content is one more repeat of the information I send on the rationale for the gold plating requirements in Part 68 of the FCC Rules and Regs. I think I received that particular version, un-encoded, at least 4 times now. Ciao, Vic
