If you make applications (or plan to make applications) to the Federal Communications Commission in the US for certification of your telecommunications products to the requirements of Part 68, then you should be aware of, and use, this new document.
The Telecommunications Industry Association's (TIA) new subcommittee, TR41.11 on Administrative Regulatory Considerations, in co-operation with the FCC in an observer role, has rewritten and updated the old Form 730 Application Guide. The last release of this document was May of 1998 (rev C-280). It has been completely updated to the current procedures and reformatted for ease of use. The document has been renamed to the "Part 68 Application Guide" to better reflect its purpose in life since a Part 68 application is much more than the completion of a form. This document is now at revision D-1. Both the TIA and the American Council of Independent Laboratories (ACIL) have made this document available on their sites for free download (no logging on or registration required). The document is just over 100 pages long and is about 370k in size. Please be aware that one of committee TR41.11's ongoing responsibilities is to keep this document current. For example, some changes are already in the works to add ADSL waiver process information. These changes will be made available in revision D-2 reasonably soon. As a result, the document at these locations will change as required. It is the applicant's responsibility to ensure the most current version of the document is used. As mentioned, when it changes, the revision number will change, so its easy to check if you have the latest. Any inquiries regarding the Part 68 Application Guide itself (e.g. the Guide's revision process or TR41.11's responsibilities for the guide) can be directed to me as chair of TR41.11. This document is a must for anyone doing testing (formal or pre-test screening) to Part 68 requirements. It not only provides a test method for each requirement but also provides some of the rationale and background for each requirement. It was written another subcommittee of TIA, TR41.9. TIA subcommittee TR41.11 provides this information for the convenience of applicants. All efforts have been made to ensure that certification applications submitted with the Federal Communications Commission (FCC) Form 730, using this document, would be acceptable to the FCC. It contains information from previous issues of FCC application guides and input from an industry committee composed of applicants (e.g., manufacturers, testing laboratories, and telephone companies) as well as FCC staff in an observer role. However, use of the material is voluntary. TIA cannot be held responsible for any problems or delays encountered while using this information.
